At 26, Tubbs became the youngest Mayor of any major city in American history.

Under his leadership, Stockton, California, was twice named an “All-America City” for addressing critical issues and driving meaningful change.

As a result of his work in the community, Stockton saw a 40% drop in homicides by 2019. This feat was accomplished with smart, innovative justice strategies, helping Stockton to lead the state in reducing the number of officer-involved shootings.

In tandem, Stockton was named the second most fiscally healthy city in California and one of the most fiscally healthy cities in America—earning national attention in the HBO documentary film, Stockton on My Mind.

PIONEERING UNIVERSAL BASIC INCOME (UBI)

Mayor Tubbs also founded End Poverty in California and Mayors for Guaranteed Income, a network of mayor’s offices that advocate for Universal Basic Income (UBI). Rooted in Dr. King’s legacy, these direct, recurring cash payments offer a strategy to lift all of our communities, building a resilient, just America. While Mayor, Tubbs conducted a successful UBI experiment in Stockton. Researchers found the program to be effective at improving residents’ productivity, wellness and financial health.

Tubbs received his bachelor’s and master’s degrees from Stanford University and is running for Lieutenant Governor to build a better California while addressing issues like poverty and homelessness by guaranteeing a basic income for all Californians.

Friends of Tubbs for Lieutenant Governor 2026 is a coalition of progressive and equity-minded donors, Led By Steve Phillips and other members of the California Donor Table (CDT).

Contributions will fund voter outreach and communications to elect Michael Tubbs to the second highest office in California.

The state’s Lt. Governor fills in for the Governor when they are out-of-state or incapacitated. They also break ties in the State Senate, serve on the Board of Regents of the UC, CSU and CCC systems, and lead economic and sustainability initiatives on various state commissions, including the California State Lands Commission, Coastal Commission, and Commission for Economic Development.

Historically, Lt. Governor is the leading stepping stone to Governor and beyond.
